Khatim Kherraz was born on October 3, 1954, in Aïn Beïda, Algeria. He graduated from the Ponts et Chaussées (Paris, 1977) as a Civil Engineer. He held several positions of responsibility such as Department Director of Hydraulics (Constantine-Algeria, 1983-1994), Director General of the Constantinois Basin Agency (1994-2012), OSS Executive Secretary in Tunis (2012 -2020), Director of Strategy, Programs and Forum (January 2021-April2022) at the World Water Council in Marseille. Teacher at the University of Constantine (1980-2012), he was elected Mayor of Constantine (1997-2007). He is the Director of the French Water Academy.
