Mathieu Vasseur
Regional Director for North Africa, French Development Agency (AFD)
Mr. Vasseur is an economist who has been Regional Director for North Africa with the French Development Agency since 2019. The Regional Directorate covers Algeria, Egypt Morocco, Libya and Tunisia. He works on steering and supporting the implementation of the AFD Group's strategy at regional level with the AFD, Proparco and Expertise France teams.
Mathieu Vasseur held various operational and management positions with the AFD for fifteen years, at the headquarters (Mediterranean and Middle East Department) and elsewhere, mainly in Africa.

Geological-Engineer degree (Earth Science) in 1985, PhD in Hydrogeology in 1992, Mr. Dodo is a University Lecturer at the Faculty of Sciences of the Niamey Abdou Moumouni University since October 2004. From 2000 to 2005, he was National Director of the Water Resources at the Ministry of Water Resources of the Republic of Niger along with his academic duties. He is currently the Water Department Coordinator with the Sahara and Sahel Observatory (OSS) that he joined in 2005. Mr. Dodo carries out several studies and leads development projects, particularly in the areas of management and governance of transboundary water resources for the benefit of African countries. He is Officer of the Order of Merit of the Grand Chancellery of National Order of the Republic of Niger.

Khatim Kherraz was born on October 3, 1954, in Aïn Beïda, Algeria. He graduated from the Ponts et Chaussées (Paris, 1977) as a Civil Engineer. He held several positions of responsibility such as Department Director of Hydraulics (Constantine-Algeria, 1983-1994), Director General of the Constantinois Basin Agency (1994-2012), OSS Executive Secretary in Tunis (2012 -2020), Director of Strategy, Programs and Forum (January 2021-April2022) at the World Water Council in Marseille. Teacher at the University of Constantine (1980-2012), he was elected Mayor of Constantine (1997-2007). He is the Director of the French Water Academy.

Holder of two postgraduate degrees at Science Po Aix Marseille, he held two positions with the "Strengthening institutional capacities of the African Network of Basin Organizations" project, 1) in charge of the knowledge and communication management and 2) Coordinator.
He was a communication consultant for the “Organization for the Development of the Senegal River (OMVS)”, in charge of strengthening the internal communication team and increasing the international visibility of the Organization.
With a ten-year experience in the field of communication, he led a strategy consulting agency in Dakar where he developed communication strategies for big companies, after having worked for communication companies in Paris such as Havas, CLM BBDO.

Dr Callist Tindimugaya is a Water Resources Specialist working with the Ministry of Water and Environment in Uganda. He is currently working as the Head of the Department for Water Resources Planning and Regulation with overall responsibility for ensuring sustainable and equitable utilization and protection of water resources. Dr Tindimugaya has been key in promoting climate change adaptation through the framework for catchment based integrated water resources management which is being implement through Catchment Management Plans.
He has represented Uganda for over 15 years in international and transboundary water resources programs and initiatives such as the Nile Basin Initiative (NBI), Inter Government Authority on Development (IGAD), and UNESCO’s International Hydrological Program
